Fact-finding Survey on Classes and Training on Gender Diversity 2019 (Schools)

From August to November 2019, the newly established C Team Planning conducted the above-mentioned questionnaire survey in order to understand the school environment surrounding LGBT students, etc., and to make use of it for future enlightenment and the creation of teaching materials. I will report some of them to The research areas are Fukuoka and Osaka prefectures. In addition to our survey, we also received the same data when we contacted the Osaka City Board of Education, so we will introduce it together.

● Survey background
Over the past few years, the term LGBT has come to be used in the media and has become generally known. According to Professor Yasuharu Hidaka of Takarazuka University, who conducted a survey of about 10,000 second-year high school students attending 49 prefectural high schools (full-time) in Mie Prefecture in 2017, among the 10,000 high school students who responded to the survey, `` LGBT people” accounted for 10%. A higher percentage of LGBT people have experienced bullying than non-parties, and it is known that there is a severe situation in which 1 in 3 people have hurt themselves. Since 2010, the Ministry of Education, Culture, Sports, Science and Technology has also issued a directive to educational institutions to give consideration to children with gender ambiguity. depends on the problem awareness of teachers in the field.

● Purpose of the survey
The purpose of this survey is to understand the current situation. It is mainly based on the following three aspects.
★ How many schools do/do not deal with LGBT issues in their classes?
★What kind of initiatives (classes and environment creation) are being carried out at school/not
★ What is necessary for teachers to be able to deal with this problem newly and continuously?

We would like to analyze the current situation from the results and reflect it in the following initiatives.
★Consideration of educational methods for schools (particularly for areas where efforts have not been made)
★ Promotion of teacher training
★Provision of support to teachers (know-how on class implementation methods, classroom creation, dealing with concerned parties, etc.)
★ Designing teaching materials that are easier to use

Implementation Status of Classes and Training on Gender Diversity

  • 40% of Fukuoka prefectures and 68% of Osaka prefectures are conducting classes on sexual diversity for students, and 44% of them as a whole.

  • Regarding teacher training, 60% of Fukuoka Prefecture and 66% of Osaka Prefecture are implementing it, and 61% of the whole.

  • In terms of what grade they teach in, in Fukuoka Prefecture, 6th grade is the most common, followed by 5th grade, 4th grade, and 1st grade. In Osaka Prefecture, 5th grade elementary school students are the most common, followed by 6th grade, 4th grade, and all grades.

  • By far the most common reason for not holding classes in Fukuoka Prefecture was "not in the teaching guidelines," followed by "lack of knowledge" and "lack of time." In Osaka Prefecture, "lack of knowledge" was the most common, followed by a close margin with "lack of time" and "non-study guidelines."

What is necessary to conduct classes or to be able to continue

In Fukuoka Prefecture, the overwhelming majority of respondents answered that they would "include it in the annual plan," followed by "obtain good teaching materials" and "include it in the curriculum guidelines." In Osaka Prefecture, the most common responses were "to obtain good teaching materials" and "to conduct teacher training," followed by "to be included in the annual plan."

Creating an environment that does not discriminate based on gender

The result was that about three-fourths of the prefectures in both Fukuoka and Osaka prefectures were working on it.
The most common specific practice by far was the unification of honorifics with "san". This was followed by a ``mixed list'' and ``not separating the arrangement of seats, lockers, and shoeboxes for men and women.'' There were more schools in Osaka Prefecture than in Fukuoka Prefecture that introduced a uniform selection system.

Children who have come out and how to deal with them

The percentage of children who came out was 8% in Fukuoka Prefecture and 23% in Osaka Prefecture, more than double the difference. In addition, 39% of respondents in Fukuoka Prefecture answered "I don't know," while 15% of respondents in Osaka Prefecture were more than twice as likely.
As a specific response, both prefectures are considering changing uniforms and physical education.

(10) Teaching materials on sexual diversity

Various teaching materials are used in both Fukuoka Prefecture and Osaka Prefecture. The use of booklets issued by the government was also seen. In Fukuoka Prefecture, schools using self-made teaching materials stood out. Videos and guest speakers are also used for learning.
