2019 Field Survey on Classes and Training on Gender Diversity (Board of Education)

In 2010, the Ministry of Education, Culture, Sports, Science and Technology issued a notice "About thorough educational consultation for problems that children and students haveIn 2015, "Implementation of fine-tuned measures for students with gender identity disorder” and 2016’s “Detailed measures for students regarding gender identity disorder, sexual orientation, and gender identity (for teachers)​” also indicates that it is the responsibility of the educational field to respond to this.

Each region's board of education is the organization that disseminates and enlightens these Ministry of Education directives to the field and grasps the actual situation.

From August to September 2019, in the newly established C team planning, we conducted an e-mail questionnaire survey by contacting the boards of education of 43 municipalities in Osaka Prefecture and the boards of education that had ordered DVDs.
 Out of the 43 municipalities in Osaka Prefecture,Osaka Prefecture, Izumi City, Katano City, Kadoma City, Moriguchi City, Ibaraki City6 boards of education in , and in other prefecturesKyoto Prefecture, Hikone City, Shiga Prefecture, Noto Town, Ishikawa PrefectureI received an answer about the current situation from the Board of Education. In addition, the Kyoto City Board of Education responded that it would not be possible to disclose the data if it were compared with other municipalities.

  • Elementary and junior high schools are systematically positioned as one of gender equality education and actively practiced in cooperation with elementary and junior high schools, such as holding lectures as well as classes at junior high schools.

  • It is my understanding that all elementary and junior high schools conduct training in which the teachers who participate in the training communicate the content to the staff of their own schools.

  • We have received reports that there are some schools that are aware of the situation, but we will refrain from answering about the specific number of schools.

  • In the case where the concerned child student is enrolled, each school will handle various aspects of school life such as changing clothes, toilets, swimming instruction, accommodation learning, uniforms, etc., and awareness and enlightenment to surrounding children, students and guardians. , We understand that we are responding while carefully confirming the intentions of the children, students and guardians of the parties concerned.

(5) How are schools and classrooms designed to reduce unnecessary gender divisions?

  • After conducting a questionnaire to check whether there are any unnecessary gender divisions in the list, how to line up at meetings, how to participate in sports festivals, committee and club activities, how to call names, change of clothes, clothes, etc., the total results will be collected. We provide guidance and advice to disseminate information in training sessions and to eliminate unnecessary gender divisions.

We are instructing them to have a correct understanding of this and, above all, to strive to create classes and schools where children can spend their time with peace of mind.

In addition, during human rights week in December, human rights learning is systematically conducted according to the actual situation of each school, and elementary schools hold human rights meetings and other initiatives centered on children's associations.
